If You Do Not Have Any Documents
If you do not have a Social Security card, birth certificate, or state ID, you may still be able to obtain replacement documents using secondary forms of identification. Many government agencies accept alternative documents to verify identity.
Examples may include:
Documents that may help verify identity
-
School ID or school records
-
Medical records or insurance card
-
Medicaid or Medicare card
-
Pay stub or employment records
-
Bank statement
-
W-2 or tax documents
-
Court paperwork
-
Jail or correctional release documents
-
Probation or parole paperwork
-
Military records
-
Voter registration card
-
Vehicle registration or insurance paperwork
-
Utility bill in your name
-
Previous ID or driver’s license (even if expired)
Verification letters that may also be accepted
-
Letter from a treatment or recovery program
-
Letter from a social worker or case manager
-
Letter from a Community Services Board (CSB)
-
Letter from a nonprofit outreach program
-
Letter from a faith-based organization
-

These documents can often be used to help obtain a replacement birth certificate or Social Security card, which can then be used to apply for a state identification card.
